The current U.S. Representative for Virginia's 3rd Congressional District (VA-03) is Robert C. "Bobby" Scott.

He is a Democrat and has represented the district continuously since 1993 (following earlier service representing a predecessor district due to redistricting). VA-03 includes much of the Hampton Roads area, including parts of Newport News, Hampton, Norfolk, Portsmouth, and Chesapeake.
